The Dhofar Power Company was going through a major restructuring as part of a wider sector reform, which separated generation, transmission and distribution activities. This required significant data management and system changes to de-couple the different operations activities. DPC saw this as an opportunity to review and revise their asset information and implement a new GIS system to manage their new asset base. Their Works Management System, Maximo had been implemented, but there were several issues and the system was not fully populated and not being used effectively.
At the same time, DPC wanted to implement asset management best practice and wanted any asset information to align with the requitements of the ISO 55001 standard.
We developed a new Asset Information Management Framework that included a policy, strategy, standards, processes, and procedures. A key element of this was the design of a comprehensive asset hierarchy that would form the basis of the new GIS system and enable integration with the existing Works Management System. The hierarchy also needed to align with the other sector companies for future integration and benchmarking.
The Framework impacted in all areas of information management and led to a data survey programme, migration and population of uncontrolled data sources, and data quality improvements and other improvements.
Another key element of the project was to support the implementation of a new GIS system. We developed an implementation plan, a procurement strategy and developed the investment business case. After approval, we defined the user requirements, the system specifications, testing requirements and other technical elements for the tender documents. We supported the tender process and throughout the implementation with advice and support to the DPC team.
The Information Management Framework revolutionised the management, quality and use of information within the company. Many further initiatives were undertaken to improve the quality, coverage and consistency of the data, which was then used across the organisation, particularly to support the new asset management processes.
The Maximo system was modified as a result of the project and become much more effective in managing work and capturing asset information. The GIS system was implemented on time and to budget.
