Following management of the successful bid to operate the new TfL Rail concession (now Elizabeth Line), MTR asked Clair to lead on the mobilisation of a completely new organisation and subsidiary of MTR Europe.
The requirements of the mobilisation were very specific and subject to complex governance and stakeholder management in the spotlight of London’s mayor and public opinion on the promise of Crossrail.
Key workstreams were identified in line with a detailed requirements assessment and individual leads were appointed to manage each workstream.
Workstreams were responsible for recruitment of the leadership team, sourcing and fit-out of offices, management and supporting roles recruitment campaigns, an accelerated driver recruitment & assessment approach, IT systems and network roll-out, TUPE of existing service staff including union negotiations, integration with other rail operators, an overnight de-branding and re-branding programme, contractual readiness (inc. conditions precedent and regulatory requirements), procurement programme and overall management of the PMO.
Programme governance included reporting to both internal and external stakeholders across all workstreams with an additional layer of MTR corporation in Hong Kong with regard to risk and safety management systems.
Clair interfaced with key internal and external stakeholders, managing a complex programme with empathy utilising her strong people and leadership skills to carefully manage stakeholders to ensure successful programme mobilisation.
The concession went live on time with all the regulatory and safety licenses required to operate a running railway.
