Development of a new investment planning and delivery process for the capital maintenance investments required to address the ageing asset base 

Situation and challenge 

The Saudi Electricity Company (SEC), a key electricity services provider in Saudi Arabia, faced challenges in optimizing resource allocation and mitigating risks within its extensive network. The organization sought to enhance its investment planning processes to address complexities such as managing a vast network, balancing short-term operational needs with long-term refurbishment requirements, securing adequate funding, and establishing transparent organisational responsibilities and governance structures for investment decisions. 

Value we brought 

Our intervention focused on implementing a tailored solution through a risk-based investment planning approach. This involved a comprehensive capability assessment, design of organisational structures and processes, development of procedures and service level agreements, creation of an aligned investment plan, establishment of service measures and tools, and extensive training for effective implementation. These solutions aimed to enhance SEC's investment decision-making processes and improve the efficiency of resource allocation. 

Outcome 

To address SEC's challenges, a series of solutions were implemented. A capability assessment identified strengths, weaknesses, and improvement opportunities. Organisational structures and processes were streamlined to facilitate collaboration and decision-making. Robust procedures and service level agreements were developed to standardise activities and enhance efficiency. The adoption of a risk-based investment planning approach prioritized projects based on impact and likelihood. The establishment of service measures and tools enabled monitoring of performance and progress. Extensive training ensured staff buy-in and successful adoption. 

The outcomes were substantial. SEC developed its first long-term asset refurbishment plan, ensuring funding for longer-term projects and enhancing network reliability. Organisational responsibilities were clarified, and investment governance strengthened, improving accountability and decision-making. The risk-based approach enhanced SEC's ability to prioritize projects and allocate resources effectively, supported by strengthened investment justification through robust risk assessments aligned with strategic objectives. 

These outcomes collectively empowered SEC to navigate its extensive electricity network efficiently and meet the dynamic needs of customers in Saudi Arabia.
